I did a test and the water moisturized tilled soil 3 squares horizontally and 1 square vertically. although you can only pick up seeds from 1 square away so 2 block thick rows is most efficient. since water also travels up you can cover the water with a layer of dirt to make a raised planting bed to avoid walking on the raked ground.
