I think only Kaalus knows the real answers. I can make guesses: Two signs since they can be with or without a post? You may be right about the wires thing, but shouldn't it be 5? (1 for no connection) Huh. And not all IDs are used. You can check the file on Kaalus' blog and fill in any that were missed. It would be appreciated.
