Most people also consider this a bug. I have buggier issues! When you think about it, it must be the way Kaalus balances out the food availability with the necessary danger of survival. You can't have food so plentiful that it falls on your doorstep and the predators must be plentiful enough to keep the risks high. Once you play in any one world long enough, you'll notice that the prey repopulates as well - just not nearly as often! And since predators never starve - well, that's what we have now...

There are other ways to deal with the issue, as well. One I use is to simply understand that prey will not be near my house. When I need to hunt, I know I'll be travelling and pack accordingly. I keep my homes near to a good hunting ground - fields and deserts but far enough that the predators will not congregate there. I also make a small shelter at the far end of the hunting ground - my hunting cabin. Then I spend a full day meandering across the hunting grounds and end up near the cabin by nightfall. The next day I repeat on the way back to the main house. I can usually bag perhaps 30-40 bird in that time - enough so I won't have to hunt for quite awhile. It works as long as there's actually a suitable hunting ground like that.

I haven't noticed a change in bird behavior - they always seem flighty to me. Once I've bagged a couple with the spear (early in the game) I limit my use of arrows to getting more bird. (I haven't been able to sneak up on a bird since version 1.25.) Once I have a couple stacks of feathers, I can use the bow on other beasts as I like.
